
You have just received the approval from the town hall for your prior declaration of works. Among the first obligations: install a display board visible from the public road. This works declaration board triggers the start of the third-party appeal period, and non-compliant display can jeopardize your entire urban planning authorization. Finding a free printable template seems simple, but several technical pitfalls turn this formality into a real headache.
A4 format is not enough for a prior declaration board
Many individuals print an A4 sheet, slip it into a plastic sleeve, and attach it to a stake. This reflex seems logical, but it poses an immediate regulatory problem.
Article R.424-15 of the Urban Planning Code requires that each side of the board exceeds 80 cm. An A4 sheet measures 21 by 29.7 cm. Even in A3, you remain well below the legal threshold. A board that is too small is considered non-existent by administrative courts.

A prior works declaration board does not display whatever you want. The Urban Planning Code precisely lists the information that must be included. If a single mention is missing, the third-party appeal period does not validly start.

- The name of the beneficiary of the authorization (or the company name for a business), the date, and the number of the prior declaration file issued by the town hall
- The nature of the project and the authorized floor area, as well as the address of the concerned land
- The rights of third-party appeals, with an explicit mention of the period and the procedures to contest the urban planning authorization
- The name of the architect who authored the project, if hiring an architect was mandatory for the file
The decree of May 24, 2018 removed a mention that previously appeared on the boards, while the decree of March 30, 2017 added two new ones. A template prior to these dates is therefore no longer compliant.
Before printing, check that the form or PDF generator you are using incorporates these updates. An outdated board has the same legal effect as an absent board.
Difference between prior declaration and building permit
The mandatory mentions are almost identical for both authorizations. The main difference lies in the file number (a prior declaration number starts with “DP”, a building permit with “PC”) and the nature of the described works.

Printing a construction board at home or with a professional
You have found a free template and filled in all the mentions. The question of the physical support remains. The board must remain readable throughout the duration of the construction, exposed to the elements, sun, and sometimes wind.
Two options are available to you.
Home printing on assembled sheets
Some PDF templates are divided into several A4 pages to be assembled on a rigid board (plywood, thick corrugated cardboard). This solution costs very little but requires care. The joints between sheets must be clean, and everything must be protected by a transparent film resistant to rain.
A simple packaging tape is not sufficient for several weeks of exposure. Prefer a wide adhesive film covering the entire surface.
Large format printing at a printer
For a few euros, a printer or reprographic shop can produce a board on tarpaulin, expanded PVC, or Akilux (corrugated polypropylene). These supports withstand outdoor conditions well.
Akilux remains the most common choice for construction boards: lightweight, rigid, waterproof. Request direct printing on the support rather than a sheet being glued, which may peel off.

Proof of display and third-party appeal period
Displaying the board is not enough. You must also be able to prove that you did so, and that the display lasted without interruption for the entire required period.
The third-party appeal period runs for two months from the first day of continuous and regular display. If a neighbor contests your project after this period, their appeal will be inadmissible, but only if you can demonstrate the reality of the display.
The most reliable method is to photograph the board installed on the land, visible from the public road, on several spaced dates. Each photo must be timestamped (most smartphones do this automatically in the metadata).
For sensitive projects (construction on property lines, direct visibility with a neighbor), a bailiff’s report at the beginning and end of the display period remains the strongest protection. This report costs more than a simple photo, but it constitutes difficult-to-challenge proof before an administrative court.
One last often-overlooked point: if your board falls, peels off, or becomes unreadable due to the elements, the appeal period resets to zero. Regularly check its condition and replace it if the readability of the mentions from the public road is no longer ensured. A good template printed on a suitable support, properly fixed at the edge of the land, remains the best guarantee to secure your works project.
